How to Get a NIF (Tax Number) in Portugal

The NIF (Numero de Identificacao Fiscal) is a nine-digit taxpayer identification number that is absolutely essential for any financial or legal activity in Portugal. You cannot buy property, open a bank account, sign a rental contract, set up utilities, or even buy a Portuguese SIM card without one. Getting your NIF is the first concrete step toward purchasing property in Porto, and the process is simpler than most people expect.

What is a NIF and Why Do You Need One?

The NIF (also known as the contribuinte number) is Portugal's universal taxpayer identification number, equivalent to a Social Security Number (US), National Insurance Number (UK), or Steuernummer (Germany). Every person — Portuguese or foreign — who has financial dealings in Portugal needs one. It is used to identify you in all transactions with the Portuguese tax authority (Autoridade Tributaria e Aduaneira, or AT), banks, notaries, land registries, utility companies, and any business that needs to issue you an invoice.

For property buyers, the NIF is required at every stage of the buying process: opening a Portuguese bank account, signing the CPCV (promissory contract), paying IMT and Stamp Duty, signing the escritura (final deed), registering the property, and paying ongoing property taxes (IMI). Without a NIF, you cannot proceed with any of these steps. The good news is that obtaining a NIF is straightforward, can often be done in a single day if you are in Portugal, and can also be arranged remotely through a lawyer or fiscal representative.

Getting a NIF as an EU/EEA Citizen

EU and EEA citizens have the simplest process. You can walk into any Financas (tax office) in Portugal and apply in person, without needing a fiscal representative. Here is the step-by-step process.

Gather Documents

You need your valid passport or national identity card, and a proof of address from your home country (utility bill, bank statement, or official correspondence dated within the last three months). The address document does not need to be translated or apostilled for EU citizens. If you already have a Portuguese address (such as a rental contract), you can use that instead.

Visit a Financas Office

Go to any Financas office in Portugal. In Porto, the most convenient options are the Financas do Porto 1 on Rua do Bolhao (near the Mercado do Bolhao) and the Financas do Porto 2 on Rua de Augusto Rosa. Some offices allow walk-ins, others require an appointment through the Portal das Financas website or the SIGA app. Office hours are typically 9:00 to 15:30, Monday to Friday. Arrive early, as queues can be long, particularly at the beginning and end of the month.

Complete the Application

The staff will ask you to fill in a short form (or they will complete it on screen while asking you questions). You will need to provide your full name (exactly as it appears on your ID), nationality, date of birth, address, and the purpose for which you need the NIF. For property buyers, state "aquisicao de imovel" (property acquisition). The process takes 10 to 30 minutes depending on queue length and system speed.

Receive Your NIF

Your NIF is issued immediately on a printed document. There is no card — the NIF is simply a number. Keep this document safe and photograph or scan it immediately as a backup. You will use this number hundreds of times during your property purchase and beyond. There is no fee for NIF issuance for EU citizens applying in person.

Getting a NIF as a Non-EU Citizen

Non-EU citizens must appoint a fiscal representative (representante fiscal) before they can obtain a NIF. This is a person who is a Portuguese tax resident and who agrees to receive tax correspondence on your behalf and ensure your tax obligations are met. Here is how the process works.

What is a Fiscal Representative?

A fiscal representative is a Portuguese tax resident who acts as your point of contact with the Portuguese tax authority. They receive tax notifications, tax returns, and correspondence on your behalf and are legally required to forward these to you. They do not pay your taxes for you, nor do they have access to your bank accounts or property. The role is administrative, not financial. Any Portuguese tax resident can be your fiscal representative — a friend, family member, lawyer, or accountant. Most foreign buyers who do not know anyone in Portugal use a professional service: either their property lawyer or a specialist NIF/fiscal representative firm. Annual fees for professional fiscal representation range from €100 to €250.

Important change: Since 2022, non-EU citizens who become Portuguese tax residents (by moving to Portugal and spending 183+ days per year here) can cancel their fiscal representative obligation, as it is only required while you are a non-resident taxpayer.

Step-by-Step for Non-EU Citizens

  1. Appoint a fiscal representative: Engage a lawyer or specialist firm. They will prepare the representation agreement (procuracao fiscal).
  2. Gather documents: Valid passport, proof of address in your home country, and the signed fiscal representative agreement.
  3. Apply at Financas: Either in person (you and your representative together) or remotely through your representative with a notarised power of attorney.
  4. Receive NIF: Issued immediately if applying in person, or within 5 to 10 business days if done remotely.

Cost for remote processing: Most law firms and NIF service providers charge between €150 and €350 for the complete remote NIF application process, including the fiscal representative appointment. This is a one-time setup fee, separate from the annual fiscal representative maintenance fee.

Getting a NIF Remotely (Without Travelling to Portugal)

You do not need to be physically in Portugal to obtain a NIF. The remote process is well-established and used by thousands of international buyers and investors each year. Here is how it works.

Option 1: Through Your Property Lawyer

If you have already engaged a Portuguese property lawyer (which we recommend doing early in the process — see our buying guide), they can handle the NIF application as part of their service. You sign a power of attorney (procuracao) allowing the lawyer to apply for a NIF on your behalf. The power of attorney must be notarised and, for non-EU documents, apostilled (certified with a Hague Apostille). Your lawyer will also act as or arrange your fiscal representative. Most lawyers include NIF processing in their property transaction fee or charge a modest additional fee (€100 to €200).

Option 2: Through a Specialist NIF Service

Several online services specialise in processing NIF applications for foreigners remotely. These typically charge €150 to €350 and include the fiscal representative appointment for the first year (with annual renewal fees of €100 to €200). The process usually involves: creating an account on the provider's website, uploading scanned copies of your passport and proof of address, signing the fiscal representative agreement electronically (some providers use digital signatures, others require physical signing and posting), and then waiting 5 to 15 business days for your NIF to be issued. The provider sends you the NIF document by email and post.

Option 3: At a Portuguese Consulate or Embassy

Some Portuguese consulates abroad offer NIF application services, though availability varies by country and consulate. This is generally the slowest option (4 to 8 weeks processing time) and is not available at all consulates. Check with your nearest Portuguese consulate whether they offer this service before planning around it. If available, you will still need a fiscal representative for non-EU applications.

Register for access to the Portuguese tax authority's online portal (Portal das Financas) using your NIF. Open a Bank Account

With your NIF in hand, you can now open a Portuguese bank account. Does having a NIF mean I have to pay taxes in Portugal?

Can two people share a NIF?
